Reason:
This message is issued in response to an ACTIVATE command. All of the defined systems in the MIMplex are not currently active. The ACTIVATE command is ignored.
Action:
Use the DISPLAY SYSTEMS command to determine which systems are not active. If the inactive systems are non-existent or are freed, the COMPATLEVEL activation can be accomplished by including the FORCE keyword on the ACTIVATE command.
