This message is issued in response to failed requested changes in compatibility level due to an ACTIVATE command.
Action:
For the reason for the activation failure, see any previously issued messages. If the failure is due to a lack of response from an inactive or non-existent system, then the FORCE operand can be used on the ACTIVATE command to force acceptance of the requested compatibility level.
