8.8.1 Initialize the Dictionary (DICINIT)


The DICINIT job is used to initialize the MTI Dictionary and
create the necessary files. This job should only be run once.

Section 8.5.1 contains the checklist which uses the DICINIT
job to initialize the MTI Dictionary.
