4.2.4.3.10.2 Sequence Specification

This statement is syntactically the same as the file sequence
statement. See section 4.2.4.3.8 of this guide.
If a timespan specific SEQUENCE is specified, the Global
sequence cannot be specified.  This implies that SEQUENCE
would have to be specified for all timespans.
