Specifies the starting time of the interval for which you want to display historical information. To use this qualifier, you must also use the /RECORDED_RUNS qualifier. If you omit the starting time, the default is the current time. Specify the starting time in the following format:
dd-mmm-yyyy hh:mm:ss.cc (absolute time)
The default time for hours and minutes (hh:mm) is 00:00. Do not specify a time earlier than the present time.
