TEWS and Workflow Conflict

If Active Directory is the user store, an issue exists when a user is assigned as a delegate by using TEWS. That delegate cannot approve any work items including work items that were added before that user was assigned as a delegate through TEWS. 

Workaround

If Active Directory is the user store, use the User Console to assign users as delegates.
