Federation Manager cannot operate in FIPS_ONLY mode if it is communicating with a SiteMinder r6.0 SP5 Policy Server using SiteMinder Connector mode because the r6.0 SP5 Policy Server does not support FIPS-only mode. Federation Manager can operate in FIPS_ONLY with a SiteMinder r12.x Policy Server.

The FIPS mode of operation for Federation Manager and the SiteMinder Policy Server must be the same or federated communication can fail. If the FIPS modes do not match, the SiteMinder administrator has to follow the SiteMinder procedure for changing the FIPS mode for the Policy Server so the two systems match.
