Start and Stop Services Individually after an Upgrade from r12.0 SP1 on Windows (99674)

Symptom:

If you upgrade from 12.0 SP1 to r12.1 SP3 on Windows, the Federation Manager services lose their dependence on one another. You can no longer stop or start one service and have the other dependent services stop or start automatically.

Solution:

Stop and start each Federation Manager service one by one from the Windows Services under Administrative Tools.
