You can set up rules to ensure that users choose only strong passwords.
If you have set rules about password quality, these rules are applied when users try to change their own passwords. If the new password does not pass the tests, the users have to try again with another new password.
When an administrator changes a password for a user, the password policy rules are not usually applied. The rules are applied the next time that the user changes his or her password. However, you can force the password quality rules to be applied all of the time, even when an administrator resets a user's password.
