Balancing the Workload (Microsoft Project)

When resources are assigned to a fully-developed plan, you can balance the workload. The Level Resources feature is Microsoft Project's solution to balance the workload. This feature shifts task schedules without changing task durations or the distribution of work. It may not be sufficient for your requirements.

If you choose not to use this feature, you can manually reassign work by modifying the model, such as manipulating assignment delays and assigning work contours.
