The z/OS operating system consists of thousands of modules, and each program product contributes from a dozen to a hundred or so more. Unfortunately, the names of these programs are not always well documented. Even if they are documented, you have to go to each vendor to find the names of its modules.
Locally written systems and applications programs can be included with the z/OS and program product modules. These old programs might have been included in the past when library controls were less stringent. The original purpose of some programs might be forgotten. Although these programs should have been deleted long ago, they were too hard to identify when mixed in with the thousands of z/OS and program product modules.
